Let's also not forget that these animals, because of their symbolism, will be the focus of protest and scorn. Thanks for ironing out the technical details on this, Foreigner! Taiwan should be ashamed of having these Pandas.

"Convention on International Trade in Endangered Species of Wild Fauna and Flora" - is Taiwan a state party to that convention?

Unlikely. But then, because of its unique status, Taiwan often voluntarily agrees to abide by international treaties it hasn't signed.

(China of course, as a signatory of CITES, is required to follow the treaty. And that means it is prohibited from sending endangered species to any country -- signatory or not -- that plans to use them for mostly commercial purposes.)
